Although more than 300,000 residential-scale solar power systems are already operating in Hungary (their combined installed capacity accounts for more than one-third of the country's total solar capacity, which is approximately 8,000 megawatts), accurate and comprehensive data on their production is currently not available. However, for the reliable and safe operation of the electricity grid, it is crucial to have real-time information on the green energy generated by smaller systems.
Even smart meters only show the difference between consumption and generation, which does not allow determination of whether the feed-in to the grid is the result of reduced consumption or increased generation.
To ensure the operational security of the electricity system, the balance between produced and consumed energy must be maintained continuously. While the output of conventional power plants can be planned and regulated in advance, weather-dependent renewable sources involve significant uncertainty. Constant balancing of supply and demand is a complex and costly task, and inaccurate forecasts can result in additional system costs. In order to maintain this balance, ensure supply security, and reduce costs, real production data is essential. Therefore, the Ministry of Energy relies on the cooperation of residential solar system owners.
What should be done if the HMKE system was commissioned before 01/07/2025?

- the consumption site identifier (POD number), which can be found on every electricity bill, or
- the inverter’s manufacturer, model, and serial number (these can be read directly from the device).
Data reporting is possible for inverters that are currently capable of data communication and meet all technical requirements. Assessing this capability is not the responsibility of the owners; it is sufficient for them to provide the required data—no further action is necessary on their part.
What should be done if the HMKE system is installed after July 1, 2025?
“From July 1, 2025, the identification of newly installed residential small power plants will be handled by the distribution system operators. To ensure the transferability of production data, only inverters with data communication capability may be installed from that point onward—unless it can be proven that there is no internet coverage or its quality is inadequate,” writes the Ministry of Energy in a Facebook post.
